Turkey POS Terminal Rules 2025 | New GİB Regulations

New POS Terminal Rules in Türkiye Starting in 2025

💳 A new era of POS terminals is beginning in Türkiye.

The Turkish Revenue Administration (GİB) has updated the rules governing POS devices to strengthen control over cashless payments and reduce "grey" transactions. The new requirements apply to all retail stores, service companies and payment operators, introducing next-generation POS standards.

🖥 Key Changes for Businesses

Mandatory Installation of New POS Terminals
All retail and service businesses are now required to use the new-generation devices for processing payments.

Exceptions

  • Businesses connected to the Secure Mobile Payments System may continue using older devices.
  • Online stores may continue using virtual POS systems for online payments.

Restrictions
The use of POS terminals or mobile payment devices registered to another business is now prohibited.
Large chains with 30 or more branches may provide their devices to partner locations.

These measures aim to simplify payment monitoring and prevent the misuse of POS devices.

🏦 New Obligations for Banks and Payment Operators

Banks and payment companies must now:

  • Strictly ensure that POS terminals are used only for their intended purpose;
  • Monitor compliance among their clients;
  • Report violations to the tax authorities.

Non-compliance will result in penalties, with the amount depending on the nature of the violation.

⏱ Adaptation Period

Businesses are given approximately 6 months to implement the new rules and update their systems.

Experts note that modernizing the POS infrastructure will help:

  • Increase transparency in financial operations;
  • Reduce illegal sales;
  • Boost customer confidence in cashless payments;
  • Create a safer digital ecosystem for businesses and users.
