Of course, it is possible to re-register a Tapu with an encumbrance, both by first closing the debt (this is done by the previous owner, in whose name the Tapu is registered), and together with the transfer of the debt on the loan. Foreigners can only get a mortgage for half the cost of the apartment, therefore, when buying an apartment on which there is a credit debt from a foreign owner, then you, as a foreigner, will receive an apartment with an encumbrance for half the cost or with the remainder that is on the day of purchase. The account must contain an amount of $500 per month of stay under a residence permit. That is, if the residence permit is for a year, then the account must contain $6,000. Of course, after issuing an account statement, you can use this money as you wish. By the way, if you have a certificate of receiving a pension on a card from which you can withdraw funds from ATMs in Turkey, this amount is taken into account. In this case, there may be less money in the account. As for insurance, it can be issued in Russia, and in Turkey it can simply be transferred.
