The cost of Turkey's Genel Sağlık Sigortası (GSS), the state health insurance paid independently by millions of citizens and residents, is set to increase.
The presidential decree comes into effect on December 1, 2025.
📈 What is changing?
The GSS rate will rise from 3% to 6%, meaning the monthly payment will increase from 780 TL → 1,560 TL.
Those with outstanding GSS debts will have their dues recalculated at the new rate, resulting in higher payments.
👥 Who is affected?
The increase applies to everyone who pays GSS independently, including:
- Turkish residents earning more than 1/3 of the minimum wage
- Foreigners with residence permits who do not have valid health insurance in another country
- Those not eligible for free healthcare
- Some recipients of government benefits

The decree notes that the rate could rise up to 12% if a separate government decision is made.
