Of course, it is possible to re-register a Tapu with an encumbrance, both by first closing the debt (this is done by the previous owner, in whose name the Tapu is registered), and together with the transfer of the debt on the loan. Foreigners can only get a mortgage for half the cost of the apartment, therefore, when buying an apartment on which there is a credit debt from a foreign owner, then you, as a foreigner, will receive an apartment with an encumbrance for half the cost or with the remainder that is on the day of purchase.
