Many foreigners sincerely believe:

“If no one personally handed me anything, it means I have no debts.”

Unfortunately, this works very differently in Türkiye.

Why You May Not Know About a Debt

In Türkiye, enforcement proceedings (icra takibi) can be initiated without your participation.

The process usually looks like this:

  • The bank sells the debt to a collection company
  • The collectors transfer the case to a lawyer
  • The lawyer opens a case with the icra dairesi

And then something happens that most foreigners are completely unaware of.

📌 The notification (tebligat) may be left with the muhtar (district head) at your registered address.

Legally, this means: “you have been notified.”

Even if you:

  • live in another country
  • visit Türkiye once a year
  • rent out your apartment
  • changed your phone number
  • lost or did not renew your ikamet

It makes no difference under the law.

What Happens Next

7 days after the notification:

  • the debt becomes legally binding
  • interest starts to accrue
  • bank accounts may be seized (haciz)
  • bank cards may be blocked
  • salary deductions may be applied
  • a ban on selling vehicles or real estate may be imposed

And most often, the person finds out about it…

How to Check in 2 Minutes

All you need is access to e-Devlet.

  1. Go to: www.turkiye.gov.tr
  2. In the search bar, type: UYAP Vatandaş Portalı
  3. Open the section: Dosya Sorgulama
  4. In the Yargı Türü field, select: İcra
  5. Click Dosya Sorgula

If a case exists, it will appear immediately.

What Should Raise a Red Flag

Signs of active enforcement proceedings:

  • Alacaklı: Varlık Yönetim A.Ş.
  • Banka Avukatlığı
  • İcra Müdürlüğü (Alanya, Antalya, Istanbul, etc.)
  • Dosya Durumu: Açık

This means: enforcement proceedings are active.

Why Foreigners Are Affected Most Often

In 90% of cases, the reasons are:

  • credit cards
  • unpaid aidat (maintenance fees)
  • internet and mobile operators
  • fines
  • old bank accounts

The person leaves → the number is closed → letters are sent to the address → muhtar → icra.

And the case starts living its own life.

The Most Important Thing

In Türkiye, no one is obliged to look for you personally.

Address in the MERNİS system = you are notified.

That’s why checking via e-Devlet once every 2–3 months is highly recommended. It can realistically save you tens of thousands of liras.
