Step-by-Step Guide to Checking Exit Bans in Turkey

In Turkey, an exit ban (yurt dışına çıkış yasağı) is not a separate certificate as many think. It only appears as a consequence of a specific case: criminal, immigration, or debt-related.

You can actually check it yourself via e-Devlet and UYAP in 5–7 minutes. Step-by-step instructions are below.

1️⃣ Check criminal restrictions

This is the most common reason for an exit ban.

Go to e-Devlet → in the search, type:

Adli Sicil Kaydı Sorgulama
(Criminal record certificate)

What to look for in the result:

  • Arşiv Kaydı Yoktur → all clear, free to exit
  • Record exists + Hükmün açıklanmasının geri bırakılması (HAGB) → exit may be restricted
  • yakalama emri → you may be detained at the airport
  • yurt dışına çıkış yasağı → 100% will not let you leave

If the criminal case is still ongoing, it may not appear in this certificate — then check UYAP.

2️⃣ Main check – court cases (UYAP)

Go to: e-Devlet → UYAP Vatandaş Portalı → Dosya Sorgulama

Ceza (criminal cases)

If a case is open → click on it → look for the line:

Koruma Tedbirleri (preventive measures)

It may indicate:

  • Adli kontrol — judicial supervision
  • Yurt dışına çıkış yasağı — exit ban

If this phrase is listed — you will be turned back at the airport.

3️⃣ Debt check (very important)

90% of foreigners face problems due to debts.

In UYAP open:

İcra Dosyaları

If listed:

  • Açık dosya — open case
  • Ödeme emri tebliğ edildi — payment notice sent

This means the creditor filed for collection.

The debt itself does NOT prohibit exit. But for large amounts or ignoring notices, the court may impose a restriction.

Check especially:

  • fines
  • rent
  • mobile operator
  • internet
  • utilities
  • bank loans

4️⃣ Immigration restrictions

In e-Devlet enter:

Göç İdaresi Başkanlığı

Then select:

Giriş-Çıkış Belgesi Sorgulama

You will see entry/exit history and possible tahdit kodu status.

Presence of a code indicates a restriction.

Most serious codes:

  • Ç-113 / Ç-114 / Ç-115 — deportation code
  • V-84 — residence permit violation
  • G-87 — threat to public order

With these codes, you may leave Turkey but may not be allowed back in.

5️⃣ Hidden check (few know about it)

In e-Devlet:

Polis → Genel Bilgi Toplama (GBT) kaydı

If there is:

  • aranma kaydı — wanted
  • yakalama kararı — arrest warrant

In this case, detention occurs before passport control.

Summary table

  • No records anywhere → you can safely fly
  • Only İcra debt → you will be allowed
  • Ceza + adli kontrol → will not be allowed
  • Yurt dışına çıkış yasağı100% ban
  • Tahdit koduallowed to leave, but may not be allowed back
  • Yakalama kararıdetention at the airport
