Turkey Introduces HGBS Digital Customs System
Turkey Launches Full Digital Customs System at International Airports
Turkey has officially launched a new stage of customs digitalization across the country’s international airports. As of May 4, the HGBS (Hava Yolu Gümrük Beyan Sistemi) electronic customs declaration system became operational at all airports handling international flights.
The project was introduced by the Ministry of Trade of Turkey as part of the country’s broader modernization strategy aimed at improving customs efficiency, reducing paperwork, and accelerating airport operations.
What Is Changing Under the New System?
Under the HGBS system, customs declarations and all accompanying transport documents will now be transmitted entirely in digital format. Authorities confirmed that traditional paper-based procedures will gradually be phased out.
The new system applies to all Turkish airports operating international flights.
The transition to electronic processing is expected to simplify customs procedures for airlines, logistics companies, and airport authorities while improving overall operational speed.
Main Goals of the HGBS System
According to the Turkish Ministry of Trade, the new platform has been designed to modernize customs infrastructure and eliminate unnecessary manual procedures.
- Reduction of manual operations and paperwork.
- Faster customs clearance procedures.
- Improved data accuracy and digital security.
- Higher efficiency for airport and customs operations.
- Lower operational costs for airlines and government agencies.
Officials stated that the digitalization project will significantly improve workflow efficiency while reducing administrative burdens within the aviation sector.
Environmental Impact
Authorities also emphasized the environmental benefits of the initiative.
Turkey expects to save approximately 10 million sheets of paper annually through the elimination of paper customs forms.
The reduction in paper usage is expected to contribute to lower administrative waste and support sustainability goals within the transportation and aviation sectors.
Part of Turkey’s Broader Digital Transformation
The launch of HGBS represents another major step in Turkey’s ongoing efforts to modernize its transport, logistics, and customs infrastructure through digital technologies.
The government plans to continue expanding digital systems across multiple sectors in order to improve efficiency, transparency, and international competitiveness.
Industry analysts believe the implementation of HGBS could also strengthen Turkey’s position as a regional aviation and logistics hub by streamlining international cargo and passenger-related customs procedures.
