Türkiye Reveals Real Estate Fines After 2026 Market Inspections

Türkiye Reveals Real Estate Fines After 2026 Market Inspections

Türkiye’s Ministry of Trade has published the results of market inspections carried out during the first eight months of 2026. Across different areas of trade and consumer protection, administrative fines reached ₺2.24 billion.

For the real estate market, one figure stands out: ₺39.028 million in fines was imposed specifically within the real estate sector.

Another ₺540.144 million in fines was imposed under a broader category covering several types of consumer contracts, including preliminary housing sales, but this amount cannot be attributed entirely to real estate.

Nearly 322,000 companies inspected

Between January and August 2026, the Ministry of Trade inspected 321,911 companies and 39,243,067 products.

The total administrative fines of ₺2.24 billion cover a wide range of commercial activities and consumer protection measures. Therefore, the figure should not be interpreted as the scale of violations in Türkiye’s real estate market alone.

₺39.028 million in real estate fines

The Ministry’s General Directorate of Domestic Trade conducted inspections covering several areas, including the automotive sector, real estate, jewellery, excessive pricing, stockpiling, unfair commercial practices and payment deadlines.

A total of 54,823 individuals and legal entities were inspected. Violations were found among 5,574 market participants, resulting in fines totalling ₺692.028 million.

The fines were distributed across several areas:

  • Excessive pricing: ₺399.546 million
  • Automotive sector: ₺142.630 million
  • Real estate: ₺39.028 million
  • Jewellery: ₺13.122 million
  • Other areas: ₺91.842 million

The Ministry did not provide a separate breakdown showing the number of real estate cases, the companies involved, the cities where violations occurred or the specific types of violations identified within the sector.

Why the ₺540.144 million figure is different

A separate set of inspections was carried out by the General Directorate of Consumer Protection and Market Surveillance.

During the first eight months of 2026, this department inspected 37,445 individuals and legal entities. Violations were identified among 1,342 participants, resulting in total fines of ₺771.093 million.

Of this amount, ₺540.144 million related to a broad group of consumer contracts covering several categories:

  • preliminary housing sales;
  • subscription contracts;
  • distance contracts;
  • instalment sales and payments;
  • package travel services;
  • timeshare and temporary-use rights for holiday properties.

The Ministry did not divide the ₺540.144 million between these categories, so it would be incorrect to describe the entire amount as real estate-related fines.

A further ₺218.478 million in fines was imposed for advertising and unfair commercial practices, while ₺12.471 million resulted from product safety inspections.

What the figures mean for property buyers

The published statistics do not represent a new real estate law, nor do they provide a list of unreliable agencies or developers.

For property buyers, however, the figures highlight the importance of checking the legal and contractual details of a transaction before making a payment.

Before purchasing property in Türkiye, buyers should pay particular attention to:

  • the registered owner of the property;
  • whether a representative has the legal authority to sell the property;
  • TAPU details and any registered encumbrances;
  • whether the property advertisement and seller’s authority comply with EİDS requirements;
  • the recipient of any payments;
  • the terms of the contract, transfer date and payment schedule.

For properties under construction or sold through preliminary contracts, it is particularly important that the agreement clearly identifies the property, delivery deadlines, payment stages, cancellation conditions and procedures for returning funds.

Preliminary sales and timeshare contracts

Some of the consumer-protection fines concern contracts that can overlap with the property sector, including preliminary housing sales and timeshare arrangements.

Buyers should carefully establish who the legal provider of the service is, what exactly is being purchased, how long the contract remains valid, what regular payments apply and under what conditions the contract can be terminated or rights transferred.

A presentation at a hotel, a holiday certificate or a promise of future property ownership does not by itself determine the legal nature of an agreement.

What the inspection statistics do not show

The Ministry has not disclosed how many buyers received compensation, which specific companies were fined or whether all administrative decisions have become final.

It is also important to distinguish between an inspection and an established violation. Thousands of businesses and products were checked, while fines were imposed only where authorities identified violations under the relevant administrative procedures.

For this reason, ₺39.028 million in real estate fines and ₺540.144 million in fines covering a wider group of consumer contracts should not be combined as a single real estate figure.

For anyone buying property in Türkiye, the most useful approach is to focus on the specific property, the seller’s legal status, the TAPU records, the contract and the payment structure rather than interpreting nationwide inspection figures as a measure of the reliability of the entire market.

RestProperty recommends checking the legal status and documentation of a specific property before proceeding with a transaction and ensuring that the payment and contractual arrangements are clearly defined.
