Property Valuation in Türkiye: Minimum 2,645.06 TL Transportation Fee

Property Valuation in Türkiye: Minimum 2,645.06 TL Transportation Fee

New Minimum Transportation Expense for Certain Property Valuations in Türkiye

A new rule has changed how transportation expenses are calculated for certain regulated property valuation services in Türkiye.

Under TDUB Circular No. 9, a minimum transportation expense of 2,645.06 TL plus VAT applies to each relevant valuation report from September 18, 2026.

Importantly, this amount is charged separately from the cost of the property valuation itself.

Important: The 2,645.06 TL amount is a minimum transportation expense for specific regulated valuation orders. It is not a new tax or a universal fee that every private property buyer in Türkiye must pay.

Which Valuation Orders Are Covered?

The new rule applies to valuations commissioned by organisations operating under the relevant banking and capital market regulations.

These include institutions regulated by the Capital Markets Board of Türkiye (SPK), as well as banks, leasing companies, factoring companies, financial companies and savings finance companies regulated by the Banking Regulation and Supervision Agency (BDDK).

In these cases, the valuation must be carried out by a member of the Turkish Appraisers Association (TDUB).

For an independent private property valuation outside a regulated order, whether the minimum transportation expense applies should be checked separately according to the terms of the agreement.

The 2,645.06 TL Is Not the Full Valuation Cost

The amount of 2,645.06 TL plus VAT represents the minimum transportation expense for the valuation company in cases covered by the circular.

It is therefore separate from the fee charged for preparing the actual property valuation report.

Transportation expenses should be listed separately in the relevant invoice and linked to the property being assessed. Other costs, such as document-related expenses, taxes, duties or additional services, may also apply depending on the valuation process.

2,645.06 TL plus VAT is not the price of a complete property valuation report. It is the minimum transportation expense applicable to valuation orders covered by TDUB Circular No. 9.

When Can One Transportation Expense Cover Several Properties?

The circular allows a single transportation expense to be charged when several properties are assessed together, provided that specific conditions are met.

  • The properties are assessed by the same TDUB member.
  • All properties are assessed on the same day.
  • The reports are prepared for the same client.
  • The properties are located in the same ilçe (district).

If any of these conditions changes — for example, the date, client, district or valuation professional — the transportation expense is calculated separately for the relevant reports.

What Should Property Buyers Check?

The circular regulates the calculation of expenses between regulated organisations and valuation companies. Whether a bank or another institution passes the cost on to the client, in whole or in part, depends on the applicable agreement, tariffs and service conditions.

Before ordering a bank-related or other regulated property valuation, buyers should request a written breakdown of all applicable costs.

It is useful to check the following items separately:

  • The fee for the property valuation itself
  • Transportation expenses
  • VAT
  • Document-related expenses and additional services

This is particularly relevant for buyers using mortgage financing or completing transactions where a valuation is commissioned by a bank.

The Minimum Transportation Expense Will Be Updated Annually

The applicable procedure provides for the minimum transportation expense to be updated annually in July by TDUB.

The calculation takes into account the average change in consumer prices reported by TÜİK over the previous 12 months.

The updated amount applies to valuation requests accepted after the relevant announcement date.

This means that the 2,645.06 TL plus VAT figure introduced in September 2026 should not be considered a permanent rate for future years.

What This Means for Property Buyers in Türkiye

The main change is the introduction of a standard minimum transportation expense for certain regulated property valuation orders.

However, this should not be confused with a new government charge on property purchases or TAPU registration.

  • The rule applies from September 18, 2026.
  • The minimum transportation expense is 2,645.06 TL plus VAT.
  • It applies to the regulated valuation orders specified in the circular.
  • It does not establish a universal price for every private property valuation.
  • It is not a new fee for TAPU registration.
  • It does not determine the market value of a property or guarantee mortgage approval or citizenship eligibility.

Buyers arranging a property purchase through a bank or another regulated valuation process should clarify the full payment structure in advance and request a detailed breakdown of all expenses.
