- Restoring the use of pentobarbital for lethal injections
Authorities may also establish dedicated infrastructure for carrying out executions by firing squad if required.

Officials say the measures are intended to strengthen deterrence against serious crimes and improve the efficiency of capital punishment enforcement.
According to the Death Penalty Information Center, executions in the United States have risen significantly, increasing from 11 cases in 2021 to 47 in 2025, the highest level in 16 years.
