Türkiye has officially introduced new regulations for vehicles with foreign license plates. As of 29 July 2026, drivers with unpaid toll road fees or administrative fines may be prevented from leaving the country until all outstanding debts have been fully settled.

The new regulation was published in the Official Gazette (Resmî Gazete) and announced by the Minister of Transport and Infrastructure, Abdulkadir Uraloğlu. The reform integrates the databases of the General Directorate of Highways, the Ministry of Treasury and Finance, and the Turkish Customs Administration.

• 🟢 Payment within 15 days: Only the standard toll fee must be paid. No administrative fine applies.
• 🟡 Payment between 15 and 45 days: Toll fee plus an administrative fine equal to the toll amount.
• 🔴 Payment after 45 days: Toll fee plus an administrative fine equal to four times the toll amount.

The most significant change is the introduction of an automated debt verification system at border checkpoints.
