Turkey Expands Rules for Refurbished Electronics and TVs

Turkey Tightens Rules on Refurbished Electronics, Expanding to TVs

Turkey is introducing stricter regulations for the refurbished electronics sector in an effort to improve consumer protection, transparency, and traceability in the second-hand technology market. The new draft regulation, prepared by the Ministry of Trade, expands the existing framework to include televisions and introduces more advanced digital tracking requirements.

📦 Expansion of Refurbished Product Categories

Until now, Turkey’s refurbished product system covered smartphones, tablets, smartwatches, computers, gaming consoles, and modems. Under the new regulation, televisions will also be included in the official refurbishment system.

All refurbishment activities will be monitored through the state-backed YÜBİS (Refurbished Product Information System), ensuring full digital registration of devices and certified sales processes.

The goal is to create a fully traceable and transparent system for second-hand electronics, improving trust between sellers and consumers.

🔍 Digital Tracking and Consumer Transparency

The new system will allow consumers to access detailed information about refurbished devices, including verification of whether a product has been lost, stolen, or previously used. Each buyer will receive an electronic certificate confirming the device’s refurbishment history.

🏛️ Stricter Rules for Companies

Companies involved in refurbishment will face tighter licensing requirements. They must be legally registered entities and pass certification processes before being allowed to operate in the market.

In addition, valuation of used devices must be completed within three working days, and payments or agreed benefits must be provided after consumer approval.

⚠️ Consumer Protection Measures

The regulation introduces stronger consumer rights, including a 14-day unconditional right of return for refurbished products. Additionally, a minimum waiting period of 30 days will apply before the same device can be refurbished again.

⏳ Implementation Timeline

The new regulation is expected to come into force three months after its official publication. Authorities state that the reform is designed to strengthen consumer confidence and ensure a safer, more reliable refurbished electronics market in Turkey.
