Turkey Expands Powers of Neighborhood Guards to Allow Surface Searches
New regulations have come into force in Turkey, expanding the authority of neighborhood guards (bekçi). According to the official gazette Resmi Gazete, they are now permitted to conduct limited surface searches when there is reasonable suspicion.
The decision has drawn public attention as it adjusts the operational framework of street-level security forces while maintaining strict legal boundaries.
What the New Rules Allow
- External pat-down searches over clothing when there is reasonable suspicion
- Visual inspection of vehicle areas visible from outside
- Patrol duty conducted in teams of at least two officers
- Use of whistles as a preventive and warning mechanism
Strict Limitations on Authority
Full body searches, invasive inspections, and searches of private vehicles are explicitly prohibited.
The regulation clearly defines the boundaries of intervention. Neighborhood guards are not allowed to access closed compartments of vehicles or conduct detailed personal searches.
Operational Structure
Under the updated framework, patrol units must consist of at least two personnel, with one assigned as the senior officer responsible for coordination.
