The statement was made by the Minister of Transport and Infrastructure of the Republic of Turkey, Abdulkadir Uraloğlu, who noted that the decision aims to address sector-wide operational needs and the large number of workers affected by the regulation.

The planned requirements concern two main documents:

• SRC professional qualification certificate required for couriers operating within logistics and transport services
• Kurye Faaliyet Belgesi, a mandatory permit for carrying out courier activities legally in Turkey

These documents are intended to regulate the courier sector and ensure compliance with national transport and labor standards.

Government reasoning

According to officials, the extension is being evaluated due to the rapid growth of the courier industry and the high number of individuals affected by the new requirements.

The adjustment is being considered to support sector adaptation and reduce pressure on nearly one million couriers expected to comply with the regulation.
